General Carlos Garcia Velez, Cuban Minister to the United States, is on stage with other guests during the 1909 Wright Brothers Homecoming Celebration medals ceremony held on the morning of Friday June 18, 1909 at the Montgomery County Fairgrounds. General Carlos Garcia Velez's official title was Envoy Extraordinary and Minister Plenipotentiary of the Republic of Cuba.
